Indonesia Ambassador to Singapore

Ngurah joined the Ministry of Foreign Affairs in 1986, and got his first assignment as the Third Secretary at the Indonesian Embassy to the Federal Republic of Germany, in Bonn from 1991-1995.  He was later assigned at the Indonesian Permanent Mission to the United Nations, in New York, USA from 1999-2003. At the Ministry of Foreign Affairs, Ngurah served as the Director for the Multilateral Economic and Environment Cooperation, and the Director for ASEAN Political Security Cooperation until 2009.

Ngurah Swajaya was sworn by the President of the Republic of Indonesia, Dr. H.Susilo Bambang Yudhoyono, as the Ambassador Extraordinary and Plenipotentiary of Indonesia to the Kingdom of Cambodia on January 30, 2009, from 2009-2010. Ngurah was later assigned to become the first Permanent Representative/Ambassador Extraordinary and Plenipotentiary of the Republic of Indonesia to ASEAN.

Ngurah Swajaya chaired Committee of Permanent Representatives to ASEAN and the Coordinating Committee on Connectivity in 2011 and assigned as Indonesia's Representative to the ASEAN High Level Task Force on the Strengthening of the ASEAN Secretariat and ASEAN Organs in 2014.

Ngurah Swajaya has been involved in many international/United Nations and ASEAN negotiations. He served as the Chair or the facilitator in many of those negotiations. He also frequently delivered his lectures in Indonesia and overseas and published articles in English language newspaper and journals published in Indonesia.

Victor Mills is the Chief Executive of the Singapore International Chamber of Commerce (SICC). Victor was appointed in June 2014 to take SICC to the next level.

SICC was founded in Singapore in 1837 making it the region’s longest serving business association. Victor’s task is to sharpen the Chamber’s focus and execute its mission to represent business interests to help sustain a vibrant economy.

Victor is currently working on manpower and societal issues affecting business and societal sustainability. The methodology is open debate with all stakeholders and achieving practical win-win solutions.

Victor brings with him 30 years of organisational and professional experience in the financial services industry. He worked for Standard Chartered Bank as an expatriate generalist for 10 years with stints in Brunei Darussalam, Hong Kong, Singapore and the United Kingdom. He then joined the former Republic National Bank of New York, Singapore Branch (RNB) on local terms. He worked for RNB for over 8 years as a specialist in institutional banking covering south and south-east Asia as well as south and east Africa from Singapore. RNB was subsequently acquired by HSBC for which Mr Mills worked for a further 12 years in Singapore as a specialist in institutional banking in cash and securities.

In his banking career, Victor won the respect of clients for responsive client management. He also won the respect of his colleagues for his passion for inclusiveness, people development, effective teamwork and respect for others.

Victor has been associated with Singapore for over 30 years. He is a member of the Singapore Institute of Directors and of the Singapore Institute of International Affairs. He is a member of the Board of Trustees of ISEAS-Yusof Ishak Institute.

Victor is a Singapore citizen and a grassroots leader in Opera Estate, Siglap.

Victor holds a B.A. (Hons) degree in History from the New University of Ulster, U.K. and an MA in Area Studies (Eastern Europe and Russia: Political Science 1941-1980) from the University of London, U.K.

Michael Goutama is the Chairman of Indonesia Chamber of Commerce and Industry Singapore Committee.  He has diverse businesses and investments in palm and other food crop plantations, agriculture, life sciences and investment companies.  Several of his businesses have synergistically joint-ventured with several Asian and European companies involving such businesses.  He serves as a Strategic Advisor to various private and public-listed companies.
