HPB AIDS Education Overview

The control and prevention of AIDS comes under the central coordination of the Ministry of Health, with the active involvement of all relevant government agencies and community groups. The National AIDS Control Program was launched in 1985.

The program comprises:

  • public education and education of high risk groups;
  • legislation;
  • protection of the national blood supply through routine screening of blood and blood products
  • management of the infected;
  • counselling those with high risk of infection;
  • monitoring the disease;
  • training of personnel; and
  • conducting research and studies

Public Education and Education of High Risk Groups

The AIDS Education Program, currently spearheaded by the Health Promotion Board (HPB), was launched in 1985.

The objectives of the AIDS Education Program are:

  • To educate Singaporeans that the risk of HIV infection increases with high-risk behaviour
  • To explain the consequences of HIV infection
  • To dispel misconceptions about HIV infection and AIDS
  • To raise the level of public awareness about condom use as a means of preventing HIV/AIDS transmission
  • To encourage Singaporeans to avoid casual sexual relationships

Although many advances have been made in relation to care for HIV/AIDS patients, no cure or vaccine has been developed yet. Health education and safe practices continue to be the mainstay of the control of HIV/AIDS. The main focus of Singapore's program against AIDS is therefore on health education. The health education program, or AIDS Awareness Program, targets the general population as well as those at risk of the infection. It harnesses various forms of communication, including pamphlets, posters, exhibitions, talks, workshops, forums and the mass media. These methods are used to communicate to the public information on AIDS, the modes of transmission, high-risk activities, and precautionary measures.

Public education is sustained throughout the year. In addition, a month is devoted each year to more intensive public education. Since 1987, the AIDS Awareness Month has been organised to coincide with World AIDS Day on 1 December. This has resulted in a high general level of awareness of the disease and its mode of transmission.

In view of the changing trend of HIV transmission in Singapore from homosexual to heterosexual transmission, the educational focus is now on the dangers of casual sex. Messages to promote family values and to avoid pre-marital and extra-marital sexual relationships have been intensified. The use of condoms for prevention is emphasised to those at risk of infection.

In addition, specific AIDS education programs targeted at high risk groups are conducted to educate them on AIDS, its modes of transmission and to strongly encourage and promote the use of condoms.

AIDS Education Program in Schools

As a measure to reach out to all youths in Singapore, all secondary school leavers and students from the Institutes of Technical Education are given talks on AIDS and STDs. In 1993, a structured AIDS education program was implemented for students in Polytechnics, Junior Colleges and Pre-University Centres. The program comprises lectures, exhibitions and question and answer sessions.

The objectives of the AIDS education program in schools are:

  • To raise AIDS/STD awareness of school children
  • To inform students about ways to prevent STD/AIDS infection
  • To discourage promiscuous sexual behaviour

AIDS/STD education program for secondary schools includes:

  1. AIDS/STD talk which focuses on the diseases and preventive methods, and includes discussion on STD, AIDS, the importance of abstinence, the effects of pre-marital sex, and ways to prevent STD infection.
     
  2. Distribution of pamphlets on "STD & AIDS"

AIDS/STD education program for VTCs, ITEs, JCs, CIs and Polytechnics includes:

  1. AIDS/STD exhibition
     
  2. AIDS/STD talk  -  Screening of video on AIDS specially produced for ITE and post-secondary students
     
  3. Distribution of booklet, "AIDS: Be safe, not sorry", comic-style booklet, "The trouble with Joe", and pamphlets.

NEW – Health Promotion Board grant scheme for workplace health education

What is WHP Grant?
The Workplace Health Promotion (WHP) Grant provides financial support to organizations to create a healthy workplace and healthy employees.

The objectives are:

  • To encourage new organizations to start WHP programs
  • To encourage organizations to expand their existing WHP programs
  • To help organizations obtain a higher award in the Singapore H.E.A.L.T.H. Award (SHA).


What is the value of the WHP Grant?
Organizations may apply for up to a maximum of $5,000. However, organizations that have received the Platinum Award in the Singapore H.E.A.L.T.H. Award may apply for up to $10,000.The organization must co-fund the project by contributing an equal or higher amount. Organizations must obtain HPB's in-principle approval for their project before starting their project.

  • WHP interventions
  • facilities and equipment.
