About the Delegations
Jay Khosla is the Policy Director for the United States Senate Finance Committee, where he is responsible for managing the broad legislative agenda, ranging from healthcare and taxes to international trade. He also serves as the Chief Health Counsel for the committee and Legislative Director for Senator Orrin Hatch. During the 2008 presidential campaign, Mr. Khosla was Arizona Senator John McCain’s health policy director. Previously, he served as senior health counsel for the United States Senate Budget Committee and prior to that as policy counsel for former Senate Majority Leader William H. Frist. With more than a decade of experience on Capitol Hill, he has been profiled as one of the leading Capitol Hill staffers in multiple publications and has worked on several major laws, including the Deficit Reduction Act, the SGR Repeal Act and the Trade Promotion Authority Act of 2015.
Jennifer Acuña is the Senior Tax Counsel and Policy Advisor for the United States Senate Committee on Finance in Washington, D.C. Prior to joining Senate Finance, she was Tax Counsel for the House Ways and Means Committee. Her previous experience includes time in the Competent Authority Office at the Internal Revenue Service and as an associate at White and Case and Morgan Lewis and Bockius. She also served as a Contributing Editor for the tax treaties, R. Andersen’s Analysis of United States Income Tax Treaties. Ms. Acuña earned an LL.M in Taxation from the NYU School of Law, and her J.D. from UCLA School of Law, with a specialization in corporate law. While at UCLA, Ms. Acuña was awarded the Hochman Prize for Excellence in the Study of Taxation, awarded to the top tax student in the graduating class.
Shane Warren serves as Chief International Trade Counsel for the United States Senate Committee on Finance, where he advises Chairman Orrin Hatch on international trade legislation and policy. He previously served in the Office of the United States Trade Representative in Washington, D.C. as Assistant General Counsel, and in Geneva as Assistant Legal Advisor at the U.S. Mission to the World Trade Organization.
