with offices in Singapore and Hong Kong. He qualified as a Chartered Accountant
in London and was a Partner of a leading accounting firm in the UK for over 10
Shanker is currently serving his sixth term as the Chairman of the International Fiscal Association, Singapore Branch and is also the Chairman of the Tax Committee of Singapore International Chamber of Commerce.
With extensive experience spanning four decades, Shanker has built an expertise in advising privately-held businesses and high net-worth individuals on a wide range of international tax and trust matters.
His perspectives on tax issues have been widely sought-after; he was a member of the Inland Revenue Authority of Singapore Taxpayer Feedback Panel. He has also contributed several articles to business and financial magazines and is a regular speaker at tax conferences and courses held in different countries.
James R. Sullivan

James manages Asia ex Japan Research
and APAC Telecom research based in Singapore. His fundamental research has been
recognized through top tier rankings in II and Asia Money, while his stock
picking abilities have been recognized by top tier rankings in the Asian Wall
Street Journal’s Best on the Street awards. He has been covering Emerging
Markets since 1996, and has been based in Asia since 1998. Prior to joining
J.P. Morgan, he managed investment portfolios focused on the Asian Telecom,
Media, and Internet sectors for eight years at Citadel Investment Group,
Oaktree Capital, and Millennium Partners based in Hong Kong and Singapore.
James has also provided consulting services to Starhub, a listed Singapore Telecom/Pay TV operator and Kong.com, a listed Chinese Internet company. Prior to that he covered regional Telecom and Media names for Credit Suisse First Boston, based in Bangkok. His first role based in Asia involved private equity advisory in ASEAN. Post University he spent four years with IBM, serving as a Global Account Manager in the IBM Telecom & Media Group, covering Time Warner, based in New York. James received an MBA from the Fuqua School of Business at Duke University and a Bachelor of Arts degree, summa cum laude, in Political Science from Marist College. He has been a guest lecturer for Duke University and the Hong Kong University of Science and Technology.

Lincoln Teo is the Chief Operating
Officer (COO) of DP Information Group (DP Info), part of the Experian Group.
Lincoln joined DP Info in 2010 as its General Manager and concurrently was the chief evangelist of the Singapore 1000 rankings. The Singapore 1000 Family of Rankings (Singapore 1000, Singapore SME 1000, Singapore International 100 and Fastest Growing 50) is the prestigious guide that ranks the nation’s top companies annually for close to 3 decades. It profiles and benchmarks the success of businesses based on financial indicators such as revenue, net profit, return on equity and overseas revenue. The performance measure analyses over 70,000 audited financials each year to arrive at the top 1000 corporations and SMEs in Singapore.
Lincoln was appointed COO of DP Info on 1 April 2015. He has strategic oversight of DP Info Group’s entire business, driving its commercial, operational and development goals. DP Info prides itself in its comprehensive economic research projects, namely its flagship annual SME Development Survey, and collaborative research with various agencies and partners like the Singapore Business Federation, the Singapore Productivity Centre and the Singapore Malay Chamber of Commerce and Industry.
Prior to joining DP Info, Lincoln was the Senior Manager of Risk Infrastructure for the Group SME business in Standard Chartered Bank where he was actively involved with the management of risk management systems and technology solutions globally.
On the international front, he was the lead consultant for IE Singapore’s International Trade Institute of Singapore on an Asian Development Bank Technical Assistance project to advise the setting up of a training institute for the Royal Monetary Authority of Bhutan in 2008.
He was also actively involved as a project manager in The World Bank project on the Financial Sector Modernisation and Information Management System for the State Bank of Vietnam in 2013/14.
Lincoln specializes in the development of credit bureaus and has been actively involved in the establishment of data banks on loan and repayment records, first with the Monetary Authority of Singapore in 2000 and then with the Ministry of Law in 2014.
Lincoln has a Bachelor of Arts and Social Science (Economics and Sociology) from the National University of Singapore.
